Yes, you are right. I excluded his vote as I could not get a proper explanation after several attempts for "why the -1 vote on 1.0.4" from the voter.
This was a vote for maven daemon 1.0.4 release, that happened from the mvnd-1.x branch of maven-mvnd project, and it wraps Maven 3.9.14 (and hence Resolver 1.9.27). OTOH, he was discussing "The current release on the 1.9 branch is incompatible with the latest maven resolver patch release 2.0.16 due to an incompatible change to a constructor signature." (I guess he talks about maven-resolver) and "IMHO, the code at head is in too bad a shape to release. This is a blocker. Fix this first, then cut a release." (I guess he meant master, then again, unsure why a "bad shape on master" prevents release from mvnd-1.x branch?)
