So IMHO it’s always been a non-final decision - assuming Maven passes all regression/unit/IT tests when compiled under 21 (including tests with some esoteric, maybe not updated in awhile plugins I think we should be ok (and no, I don’t mean tiles - I know that doesn’t work under Maven 4 already).
