you're right: in this release, we have multiple plugins requiring Java 8 (javadoc, release, checksum) This is something we should probably document, and even have as part standard pluginManagement report because that's not so easy to gather such requirements
IMHO, building with Java 8 to target Java 7 is good enough, given we're in 2021 and next Java 17 LTS is near. If people absolutely want to build with Java 7, either they'll have to avoid upgrading parent POM, or use toolchains I'll add a note near the compiler Java target version.
