Of course the goal is to have a good desktop experience as well as a good mobile experience. That's done with media queries breakpoints. See for example http://www.smashingmagazine.com/2013/03/01/logical-breakpoints-responsive-design/
If css from e.g. bootstrap is used http://getbootstrap.com/ then you get support for mobile for free.
