You have to add the two numbers together to get the total number of downloads since OOo 3.0 was released. The upper number shows the number of downloads since OOo 3.1 was released, and the lower number shows the number of downloads between the release of OOo 3.0 and 3.1; adding them together gives over 110 million, which, seeing as we recently passed the 100 million mark, seems right.
