It has been written in partnership with FLOSS associations in France and some dpt of the French administration and officially validated by Juridic Direction of the Ministry of Finance. Roughly, it explains how administrations can use, participate and produce open source softwares, what licenses are involved and how, and how to request for FLOSS in competitive biddings or bid invitations.
