Sounds like good things could happen, but we're not home free yet. The 12 month delay, while probably unavoidable, is problematic. Delay of evaluation has been an ongoing part of MS sales strategies, giving MS a chance to force yet another report to be watered down or to have a chance to circumvent the recommendations or even individual politicians.

The OSS bill in the state of Oregon(?) a few years ago comes to mind as an example: Delay until a back door can be found to get it off the agenda.

I don't get why MS is involved at all, it should be only the stakeholders there at the table:

        range of stakeholders, Becta will produce a final report with
        recommendations by January 2008."

If MS must interfere with the stakeholders, it would seem to be active interference with fair trade and go against WTO rules for government procurement and WTO rules regarding technical barriers to trade.

At least include the 7 other 'vendors' to the same extent. i.e. Sun and OpenOffice.org
