What you need is a daisy-wheel printer; a rather old-fashioned type of
printer that prints much like an electric typewriter. They're probably
hard to get nowadays.
Another way to solve the problem would be to convince the shipping
companies that they should offer an electronic alternative to the
carbon forms; f. ex. Xforms, which can be handled in OpenOffice directly.

A standard dot-matrix printer is typically used in such cases. (Much
faster that the daisy wheel type.) Epson and Okidata make some good
ones that are used in just the sort of environment you're talking about.
Now, I'm not familiar with Xforms that Finn mentions, but why not set up
some sort of electronic form entry database? That way, you only need to
print what you need. You'll still maintain the information for internal
audit/review (for reprinting or reporting later, perhaps by a scheduled
weekly or quarterly job.)
