What the heck is a "blue state"?
In the last United States presidential election, states which voted for
Pres. Bush were colored red on the map; those which voted for Sen. Kerry
were colored blue. "Red states" are majority Republican, "blue states"
are majority Democrat.
More on the topic: I am delighted that Massachusetts has decided on
OpenDocument; I can't say I'm thrilled that they're going with XML Schema
rather than much more elegant Relax NG.

Peter Quinn would welcome an email from you sharing your thoughts. In a
process like this a more general, more widely used/known example of a
standard is where the focus lands. This is just an executive summary of
a vision for SOA. It is a basis for direction and input will continue
toward implementation -- particularly as some of the standards are
barely formed yet.
