Most of the developing is done through Sun and they make their money
by selling StarOffice a pay version of OpenOffice.  People make their
money on open source projects like this by attaching value add items. 
Like more fonts, clipart, services etc.  OpenOffice will never have a
fee.  At most what you might get is slower development if Sun pulls
out of it for some reason, but I don't forsee that happening in the
near future.
