This has always been the problem and promise of the NLC.  :-)  It's one
reason, too, if you think about it, why we want and need a centralized
Marketing Project to which the NLC projects contribute and with which
they work: to forestall chaos.

Regional projects are another story.  OOo doesn't really have the
apparatus, politically, technologically, or the people, to manage the
possibly huge number of regional groups, like Linux User Groups, intent
on spreading OOo. 

FWIW, spreadfirefox.com is a marketing site that does not offer
downloads only information.  It also asks for volunteers, donations,
etc.  

OOo could certainly benefit from an integration with a site offering
goodies, but in order to actually make it work efficiently (and not just
confuse endusers, say), it would have to be tightly integrated,
politically or technologically, with OOo itself. That means, with the
NLC, with MP.  Otherwise, one has a series of more or less good projects
each offering a version of OOo--tiny forks.

And added up, these could sap the strength of OOo.
