Based on my experience with OOoAuthors, as well as my own efforts to 
contribute, I think this is absolutely correct.

If you are sincerely grateful to someone, you will not wait days to say 
so. A quick "thanks" takes just one minute. If you sincerely value the 
contribution, this isn't much to do. A rigid "volunteer recognition 
program" feels more like a corporation's way of pretentind to care.

Think of a friend. A close friend you care about. When they are succesful 
at something, what do you do? Do you go silent and file an issue to have 
them in the "friend of the month" board? Or do you smile and say 
"congratulations!" ?
