First we need agreement that there is a problem. I have worked with
inspecting schools and those that don't recognise that there is a
problem are the hardest to turn round.

I don't think our problems are that complicated but they are not
necessarily easy to solve because they are related to peoples'
perceptions of how things are and how they would like them to be. E-mail
is not a good medium to resolve these types of difficulties but in the
absence of anything better we probably have no choice.

We need to know from indivuduals what they perceive the key problem(s)
to be. Can we summarise it in a couple of sentences.
