The logo is free. It's the materials to make your own that aren't free.

In Debian repositories, the OOo logo would be filed under contrib: It's free in itself, but depends on non-free materials.

The issue has nothing to do with OOo. You can use Frutiger in OOo without any problem whatsoever.

I see where Lee may be coming from. As someone who regularly works with fonts, I know that you mostly get what you pay for. Designing of fonts is an art form, or at least a craft, and only a few font designers are even aware of open source models. I remember a surprisingly good font designer package in Debian a year or two ago, but, unfortunately, can't track it down quickly.

As a replacement for Frutiger, what about Bitstream Vera Sans? It is very close to Frutiger in design, although the letters are somewhat wider.
