I'm far from sold on this issue. It adds a lot of overhead for future solrcloud
work, it ties Solr further to a webapp and jetty when we are trying to move
away from those ties, and it puts us on the line for security, something the
project has stayed out of.
Before this got committed, I'd ask for a vote at minimum.
