Hello Lucene developers,

I'm happy to announce that Vigya Sharma has accepted an invitation to join
the Lucene Project Management Committee (PMC)!  Vigya's engagement in the
Lucene community in the three years since he joined as committer has been
impactful -- attending and presenting talks at Community Over Code (COC),
mentoring CMU open source summer students, co-chairing this year's upcoming
COC NA Search track in Minneapolis (I hope to see some of you all there!)

The PMC is the next step after committership in the meritocracy for each
Apache Software Foundation project.  This step happens when a committer
shows continued attention not only for the project's source code but also
for the overall user and developer community ("community over code").  The
PMC governs the community health, interacts with the board (submitting
quarterly community health reports, published at
https://whimsy.apache.org/board/minutes/Lucene.html), elects new committers
and PMC members, provides binding votes for new Lucene releases, and
addresses security issues and any other private/special escalations.
