Add an option {{--download-only}} to the smoke tester.
It will do a smoke test "light", only verifying that the artifacts are
downloadable and that the SHA sum and PGP signature verification passes. The
intended use is for a RM to run with this option after uploading artifacts to
the staging repo, since a full smoke-test is already performed locally.
