Mark Miller reopened SOLR-10075:

Turns out putting assume in before class doesn't help this issue as all. This
test will still fail when run as a single test when the assumptions fail. This
is the only test out of 1100+ that fails this way when run with admin
privileges.
I think this test should be ignored until it can be implemented in a non
privilege sensitive way, but for now I'm just going to exclude it from all test
reports.
