Cassandra Targett resolved SOLR-10692.

Resolution: Fixed
I'm going to resolve this as I've committed changes to split the one big file
up, and added the TOC options I wanted.
You should be able to see this tomorrow in the Ref Guide build:
https://builds.apache.org/job/Solr-reference-guide-6.6/ (it currently only runs
once a day).
