Actions:
* replace all references of "people.apache.org" with "home.apache.org".  Some 
references appear to be in test files... maybe update them too just for 
completeness?
* verify that the resources resolve.  *some don't*
** For those that don't, hopefully someone has or can find a spare copy.  
Upload to home.apache.org -- perhaps the same location but it doesn't matter 
where.
* update lucene/common-build.xml task "copy-to-stage-macro" to not use this 
people/home site.  Reference {{https://dist.apache.org/repos/dist/dev/lucene}} 
instead?
