Summary: HashQParserPlugin should create a segment level filter

Currently the HashQParserPlugin creates a standard top level filter used with
the filter cache. This is not real-time friendly on a large index or when there
are many partitions filters that need to be created.
This ticket will change the HashQParserPlugin to create a segment level filter.
