Updated patch that builds off the existing test work to include a new checks
specifically for the bug in SOLR-9040.
With only this patch, testSslAndNoClientAuth & testSslAndClientAuth now both
fail -- if you layer the patch in SOLR-9040 on top, testSslAndClientAuth still
fails. Looking into that now.
