Hi all,

Just wanted to remind everyone of the "newdev" label, which is used to
identify JIRA tasks appropriate for new/inexperienced Solr
contributors.

I was reminded of this after a conversation on SOLR-7981, when a
prospective contributor shared a bit of frustration with the "newdev"
list.  A quick glance at the list confirms why- most of its entries
are from back in the SOLR-2XXX days (roughly 2010, 2011).  Many of
these stories are either invalid, already-closed, or have stalled out
for various reasons.

The list *is* helpful (I know I benefitted from having it when I
started working with SOLR a few months back), but it could use a bit
of an update.  So I wanted to start this email thread as a way to
remind/ask others to keep an eye out for self-contained, easier tasks
that might be ideal for new developers.
