Yes, my preference would be to first introduce MPF with (say)
{{UpgradeIndexMergePolicyFactory}} as example and for there to never be that
"alongside" <sortMerges> attribute.
Thanks for mentioning about {{useCompoundFiles}} meanings. It would be good i
think to not carry over the {{fixUseCFMergePolicyInitArg}} logic into the MPF
code.
