I know patches are generally for bug fixes, but given that it is the end of
line branch for 4x, do we accommodate requests for back porting small
features, or just ask them to patch it themselves?

@andyetitmoves any chance to backport this to 4.x series? For us this
is a bug since for every rolling restart in solrcloud we have to wait
30min+ per node for full replication since our setup is quite indexing
heavy.
