[[email protected]], I have implemented the above proposition.

\\
{{solrconfig-goDownOnBadGC.xml}} has a new configuration 
{{solrHealthMonitorClass}} for specifying what class to instantiate for 
SolrHealtMonitor.
{{SolrHealthMonitorImplForBadGC}} is the class which is written specifically 
for this test and is used in the above config.

\\
{{SolrHealthMonitorFactory}} helps to instantiate the right class based on the 
above config.
Default option for 'solrHealthMonitorClass' is SolrHealthMonitorImpl

\\
I am not including 'solrHealthMonitorClass' in the sample configuration to keep 
them simple.
Let me know if you think we should actually add this to sample public 
configuration too.
