Last note, because I'm probably boring people...
Keep it in Maven does not put it into the distribution but means that Solr
doesn't have to be rebuilt just to create a WAR. if not in the .tar.gz and not
publicized, but still available in Maven then other's can link to it, document
it, include it in other projects as a dependency, etc. So if it is in
server/webapps but not in /dist, then why not maven.
