What about something like OSGI? It might be a little heavier but I suspect
addresses a bunch of questions that we would be fighting through until Solr 7
otherwise.
And there is a corresponding Apache project: http://felix.apache.org/ (and
others on top, I think). Which, I am sure, comes with built-in community and
tooling support.
