It would be useful if we allowed users to take their collection offline and
bring it back online.
The UNLOAD command can just unload all the cores in the collection, leaving the
ZK information in place.
Then the LOAD command can just use the clusterstate/state.json file to fire
CREATE core commands. I guess it should fail if the node hosting the core
earlier is not present anymore.
