I won't argue whether the _code_ is more or less complex if there is more than 
one preferredLeader property is allowed per slice. I _will_ argue that allowing 
this servers little practical purpose. It would also certainly make the 
"redistribute the preferredLeader for collection X" more complicated. And, IMO, 
confuse the functionality as far as the end users are concerned.

Since slice leadership is required to be one-per-slice, it's more consistent to 
do the same with the preferredLeader property I think.
