I'll try and finish my new patch this weekend.

Yeah, we do, but I think the primary way we do it should not be as a
stateFormat= param when creating a collection. I don't mind that as an expert,
unsupported override or something, but by and large I think this should be a
system wide config, similar to legacyMode. Users with old config would get the
old style. If they want the new, they can change their config. Most new
downloaders should be running all new style, exisiting users old style unless
they change a sys config and switch. Or if they want to try the new on a per
collection basis, they can use the expert collection create param, but we
shouldn't encourage that.
