-1 to adding this XOrShiftRandom to lucene/core. There is absolutely no need
for it to be here. We are an IR library, not a JDK. Just because its "useful"
is _not_ good enough to expose something as a public API.
Moreover, this class does not extend java.util.Random, has no statistical
tests, etc. Doesn't belong as a public api in lucene core. please keep it
package private in facets.
