today this test (SolrRequestParserTest) was hanging infinitely because it
wanted to connect to http://www.apache.org/dist/lucene/solr/. it was connecting
but waiting for data infinitely.
this patch adds some reasonable (5s) timeouts to connect/read so it will fail
instead of hanging
for > 15 minutes (before i killed it)
