Yeah, yeah - like 10 people mentioned I should be using java 1.5 - I know, I know - I've done the site building many times - I've futzed with forrest (which I hate and think is crap) many times :)
Turns it out was because you have to run some target (I did test) first to get a Forrest file into the build dir. Weird.
