### What is the purpose of the change Merge the latest code from dev-1.0.3 to master ### Brief change log - Fix the bug when ticketId starts with number, the engineConnId cannot be parsed successful. - Fix the bug that flink sql cannot support multi-sql and optimize some code formats. - Fix the bug that when use set, rest, drop grammar, the checkpoint will invalid. - Fix the bug that when operator is failed and the job is not instanced , will cause the flink yarn application stop failed when engineconn exits . - Add the necessary dependency of minlog in flink EngineConn. - add license header for some github yml files - adjust rat check excludes: remove some web excludes - modify readme.md ### Verifying this change This change is a trivial rework / code cleanup without any test coverage. ### Does this pull request potentially affect one of the following parts: - Dependencies (does it add or upgrade a dependency): (yes ) - Anything that affects deployment: (yes) - The MGS(Microservice Governance Services), i.e., Spring Cloud Gateway, OpenFeign, Eureka.: (no) ### Documentation - Does this pull request introduce a new feature?
