   **Describe the bug**
   When starting the engine plugin service, a bad request occurred when calling 
the bml upload api.
   
   **To Reproduce**
   Checkout dev-1.0.3 branch and start all service.
   
   **Expected behavior**
   the error occurs in the engine plugin service.
   
   ```
   {"timestamp":1635060956853,"status":400,"error":"Bad 
Request","message":"","path":"/api/rest_j/v1/bml/upload"}
   ```
   
   **Additional context**
   
   After debugging, it is found that there is only one file parameter in the 
request, and other parameters do not seem to be required.
