how far is the translation status of sr / sh in helpcontent2?

AFAIK no...just the languages which are already built.

But why is that so?
Having official install set for Serbian will be at the great benefit of
our users (auto update, user feedback program, etc.).
I was really looking forward to have all our patches (87665, 86765,
86142, 98446, 98445, 96422) and NSIS-Unicode support finally all
integrated in 3.1 so we can stop making our own unofficial builds for
every major and minor release.
