I've reread http://wiki.services.openoffice.org/wiki/Pootle_User_Guide
once again but it doesn't describe way for adding new Language to the
list of all languages at www.sunvirtuallab.com:32300.
I believed, that someone from site maintainer will add Ukranian
language
to the list of all languages and then I can import and update
translation. Am I wrong?

What you read is about a tool (Pootle), which is not the only way of
localizing OpenOffice.org .
I suggest you type something like localization in the wiki or check
out the NLC category: http://wiki.services.openoffice.org/wiki/NLC
