There are two different kinds of native-lang projects. The level one is a simple project that has no other function that providing server space, a mailing list, few or no editing of the pages, and allows you to work on localization only. The level two project is a full-fledged native-lang project, where the works include localization, QA of the localized builds, users support, local marketing documentation translation writing, new developers breeding, etc. For this you need of course to be more than one. With time you can of course switch from level 1 to level 2 seamlessly.
