I have some time ago written a doc http://linux.ee/~vagula/gsi/translation.odt Maybe it is a bit outdated, and sure the address of pot files is missing too... It is http://ftp.linux.cz/pub/localization/OpenOffice.org/devel/ , subdirectory POT. Look at date, at moment OOC_m1 is the newest tarball (2.0.3rc1).
