Somewhere in Windows' desktop preferences. This isn't really a OOo l10n
development related question..
This font is set depending on the theme that is used (either Windows,
Linux or other).
For Windows, it's under
Control Panel/Display/Appearance/Advanced
The default font is "Trebuchet MS", meaning that if the font does not
support your script, you need to change here.
