To be listed as a default language, locale data must be available.
I just searched for and grabbed issue
http://www.openoffice.org/issues/show_bug.cgi?id=60109
that was rotting away at the old default owner's account.

A text can still be assigned the Akan language for spell-checking
purposes using the characters' font attribution. If done in the default
template file it is then active for every new document.
