Hi, The idea behind getting GSIs out was for other l10n groups to have something to start with in these languages and to encourage them to work in the updation process since most of the translation would be available and they would only need to update the GSI as per new milestones.
We already have OOo 2.0 localized in these languages, built and working with us. These builds will be used by us for the National CD Launch programes. All these languages are new langauges with little or no previous l10n work done as far as OOo is concerned. Slowly I will try to release GSIs which confirm to the 'rules'.
