OOo lists greorgian_week min days   1
CLDR lists greorgian_week min days  4

CLDR is right, OOo is wrong.

Argumentation: 

ISO 8601 defines the Min-days to 4 and ISO 8601 has been integrated into
Euronorm EN 28601 which in turn is adapted to several national norms.

for germany this is "DIN EN 28601", for austria this is "OENORM EN 28601"
