Since {{DefaultPartitionGrouper}} is only for the purpose of the internal
{{StreamsPartitionAssignor}} it would make sense to have it in the
{{org.apache.kafka.streams.processor.internals}} package.
I would also vote to move {{PartitionGrouper.}}
