HOTFIX: fix threading issue in MeteredKeyValueStore
`MeteredKeyValueStore` wasn't thread safe. Interleaving operations could
modify the state, i.e, the `key` and/or `value` which could result in incorrect
behaviour.
You can merge this pull request into a Git repository by running:
