HOTFIX: handle commit failed exception on stream thread's suspend task
1. Capture `CommitFailedException` in `StreamThread#suspendTasksAndState`;
also fix log4j outputs for error and warn.
2. Minor fixes on StreamTask class for comments alignment etc.
