The problem is that when the index file size is 0 the actual last offset in the .log file is not reported. It uses the baseoffset. This causes the group segments to incorrectly group the segments. The log compaction uses the actual offsets from the log file which are often too large a range to fit into a single segment hitting the require statement. The fix is to ensure that the correct last offset is always reported.
