Analysis elsewhere has shown that this seems to be a session timeout issue
where we are unable to make progress on actually delivering data in the test.
This is obviously not ideal, but hasn't so far indicated an underlying problem
with the system. We need to at least tweak the timeouts/frequency of bouncing
workers to allow the test to make progress.
