MINOR: Remove a couple of redundant `CoreUtils.rm` methods
Also:
* Rename remaining `CoreUtils.rm` to `delete` for consistency
* Use `try with resources` in `Utils` to simplify code
* Silence compiler warning due to exception catch clause in `TestUtils`
